The Billie Gannaway Memorial Scholarship

Thanks to the vision of longtime education advocate Billie Gannaway, this fund provides financial support to former A Stepping Stone preschoolers pursuing college, trade school, or career training.

Established in 2001 with a $30,000 seed gift, the scholarship fund has grown to over $500,000 and is managed by the Arizona Community Foundation. A volunteer committee reviews applications each spring and selects awardees based on academic progress, personal goals, and alignment with A Stepping Stone Foundation’s mission.

Each scholarship reflects an investment in Arizona’s economic future—helping first-generation students build skills, credentials, and confidence to succeed in education and the workforce. Since its creation, the Gannaway Scholarship has helped hundreds of alumni take their next step—transforming early literacy into lifelong opportunity.

Application Period: Opens each spring
Eligible Expenses: Tuition, books, fees, or training materials for postsecondary education
Eligibility: Former A Stepping Stone preschoolers who have graduated from high school

Qualifying for the Scholarship Award

We want every eligible student to feel confident and supported when applying. If you attended a Stepping Stone preschool for at least six months and are now pursuing college, trade school, or career training—you may qualify!

We especially encourage applications from students who are:

  • Exploring careers in education
  • Actively engaged in their community
  • Working hard in school

What You’ll Need to Apply:

  • A short online application (we’ll help if you need it!)
  • A personal essay sharing your goals and story
  • Your most recent report card or transcript
  • A brief financial summary (questions provided)

Applications are reviewed each spring by a volunteer committee. We look at more than just your grades—we consider your effort, goals, and commitment to growth. GPA matters, but it’s not the only part of your story.

Who Was Billie Gannaway?

Billie Gannaway was a woman of wisdom, resilience, and deep compassion. Born the 10th of 15 children to a family of migrant farmworkers, Billie’s own education was delayed so her children could complete theirs first.

Guided by her mother’s words—“Most people would rather harvest than plant”—Billie dedicated her life to planting seeds of opportunity. With unwavering faith and quiet strength, she supported A Stepping Stone Foundation and helped launch its first scholarship fund.

Billie believed in nurturing potential where it is often overlooked. Today, her legacy lives on in every student we support through the scholarships that continue to bear fruit—proof that what’s planted in love and service can grow generations strong.

Family Literacy

The Cindy Gattorna Scholarship for Service and Leadership

Established in 2023 to honor the retirement of longtime Executive Director Cindy Gattorna, this scholarship supports former Stepping Stone preschoolers pursuing careers in education, literacy, or early childhood development. Awardees reflect the values Cindy championed—family learning, educational equity, and a lifelong commitment to service. This scholarship is awarded as part of the annual Billie Gannaway Memorial Scholarship process. 🟢 No separate application is required. All eligible applicants will be automatically considered.

A Little History

The idea of supporting students beyond preschool was always part of the vision at A Stepping Stone Foundation. In 2001, education advocate Mrs. Billie Gannaway donated $30,000 to launch our first scholarship fund, in partnership with Rev. William O. Smith, the Foundation’s founder. Their dream: ensure that any former LEAF preschooler who graduates high school has access to financial support for college or career training.

That commitment continues to this day. All alumni who complete high school and apply are eligible for scholarship funding to help them pursue a brighter future—whether through community college, a four-year degree, or career certification.

In 2018, Rev. Smith’s legacy was honored with the addition of a named scholarship in his memory, awarded to outstanding applicants who demonstrate perseverance, service, and academic commitment.

All they have to do is graduate high school and complete the application process to receive a monetary award.

Since 2003, A Stepping Stone Foundation has awarded postsecondary scholarships to 180 former preschoolers—empowering the next generation of educators, healthcare workers, and community leaders.
